About Bailey

Land development is the only work we do.

Bailey Engineering partners with experienced developers shaping some of the fastest-growing communities in the Treasure Valley. Our projects are visible, long-term, and consequential — neighborhoods people will live in for decades.

We are structured, process-driven, and deadline-focused. Our developer clients expect clarity and execution — and we deliver both.

We are seeking a Land Use Planner who knows how to move projects through approvals — someone who reads codes, builds clean application packages, and walks into a planning commission hearing prepared.

We hire for practical entitlement experience over formal credentials. Bailey Engineering
Section 01

What you would own.

You would coordinate land development projects from feasibility through approval — preparing applications, navigating local regulations, presenting to planning commissions, and keeping projects moving through the entitlement process. That includes:

  • Preparing rezoning, conditional use permit, plat, and site plan applications
  • Routing development documents through agency review
  • Conducting site analyses, feasibility research, and constraint mapping
  • Presenting proposals to planning commissions and city councils
  • Coordinating with municipal planners, engineers, attorneys, and agency departments
  • Building relationships with agency decision-makers
  • Anticipating and pre-empting agency concerns before submittal

At Bailey, "Own It" means you know what is due, who depends on you, and you address issues early — professionally and directly.

Section 02

How we operate.

We operate with structure and predictability. We solve problems directly and professionally. Our core values drive performance:

01

Continuous Improvement

We measure, refine, and strengthen how we deliver.

02

Own It!

We take responsibility for deadlines and outcomes.

03

Do the Math

We think before we draw.

04

We Not Me!

We collaborate above the line.

If you thrive in environments with clear expectations, professional standards, and accountability, you will thrive here.

Section 03

What success looks like (first year).

  • Leading entitlement workstreams across multiple concurrent projects
  • Established working relationships with planners across Southern Idaho jurisdictions
  • Application packages submitted clean — minimal first-cycle staff comments
  • Confident representation of clients at planning commission and council hearings
  • Earned trust with key developer clients
  • Clarity on your long-term trajectory within the firm
Section 04

Growth path.

This role is designed for long-term alignment. Depending on your strengths and ambition, growth may include:

  • Senior planning leadership across the firm's project portfolio
  • Planning lead on flagship master-planned communities
  • Client relationship expansion
  • Strategic firm influence on planning practice and process

We are building intentionally — and we are interested in planners who think long term.

Section 05

Qualifications.

  • Two or more years of land use planning experience, private or public
  • Track record coordinating projects through entitlements
  • Working knowledge of zoning codes and development review processes
  • Demonstrated experience with Idaho or similar western-state planning
  • Strong organizational skills managing multiple priorities and deadlines
  • Excellent communication for presentations and stakeholder coordination
