Working in Bellevue

Bellevue is the southernmost of the four Wood River Valley cities in Blaine County, straddling State Highway 75 where it crosses the Big Wood River. It is the smallest of the Blaine County incorporated cities and has historically served as a lower-cost residential anchor for the valley, with development pressure now extending south from Hailey along the Hwy 75 corridor.

  • Planning & Zoning: City of Bellevue Community Development Department, 115 E Pine Street, Bellevue, ID 83313 — (208) 788-2128. Community Development page.
  • Comp Plan: Bellevue 2017 Comprehensive Plan (with subsequent amendments); a full update ("Building on Bellevue") is in progress with a P&Z review draft targeted for late 2026. Plan PDF · Update page.
  • Engineering Considerations:
    • Big Wood River floodplain: SFHA (Special Flood Hazard Area) follows the Big Wood River through the city; Bellevue is an NFIP community and requires a floodplain development permit for work in the mapped SFHA. Verify the current FEMA FIRM panel at msc.fema.gov for any specific parcel.
    • State Highway 75 corridor: Hwy 75 is the primary north-south arterial through Bellevue and an ITD-administered facility; frontage development, access permits, and encroachments require ITD District 4 coordination in addition to city review.
    • Municipal water and sewer: Bellevue operates municipal water and wastewater systems; connection fees and capacity are administered by the city. Out-of-town or annexation-adjacent parcels should confirm service availability with Public Works early in design.
